Seminar on Primary Health Care Financing at SUS – CONASEMS

Conasems, in partnership with the World Bank, will promote August 23, 2022, from 9 a.m. to 5:30 p.m., at PAHO/WHOin Brasilia, symposium Funding primary health care in the unified health system. The event will discuss the reforms implemented by the Previne Brasil Program and the progress and challenges of PHC program implementation and funding in the coming years.

The event is personal, but will also include a live broadcast, which will take place Konassimes YouTube channel.

The symposium will depend on the participation of specialists in economics and public health such as Professor of Global Health at the London School of Hygiene and Tropical Medicine, Kara Hanson; a World Bank Chief Economist, Edson C. Araujo; Global Access CEO Maureen Lewis, and Head of Health Finance and Governance in the WHO East Asia Office.

seminar Funding primary health care in the unified health system Will discuss recommendations The Lancet Global Commission on Funding Primary Health Carein light of recent trends in primary health care financing in Brazil, as well as the evolution of primary health care financing from SUS, and what are the lessons learned for Brazil and other countries to strengthen their health systems on the provision of primary health care services.

In addition to the five discussion sessions throughout the day, the event will also release publications “Research Report – SUS Budgeting and Financial Management” and “SUS Financing from a Municipal Perspective: Conasems Contributions to the Discussion”. Both documents were prepared by Conasems with the support of partner institutions and can be consulted free of charge digitally.

Research Report – SUS Budget and Financial Management

It aims to present the first results of the research partnership between CONASEMS and a group of researchers from the São Paulo School of Business at Fundação Getúlio Vargas, the University of California (Davis) and the London School of Economics.

The research was supported by the UK Institute for Fiscal Studies (IFS) and preliminary findings were presented at the IFS-UCL-LSE/STICERD Development Economics Work-In-Progres symposium.

SUS Financing from a Municipal Perspective: Conasems Contributions to the Debate

The Brazilian Federal Constitution of 1988 created in terms of the institutional position of health as a fundamental right of universal and equal access, which corresponds to the duty of the state to provide it through a single system, funded by the social security budget. Thus, health in Brazil is seen as a right for all and a duty of the state, which must guarantee it through social and economic policies aimed at reducing the risks of diseases and other exacerbations.

In this context, the publication appears with the aim of tracking an overview of SUS financing, particularly from a municipal perspective, recording the underlying challenges, and indicating recommendations to enable system sustainability, optimizing resource use and expenditure effectiveness.
